You are the tower. Land arrivals before they run out of fuel, turn them around at the gates, and send them
back out. Never let two aircraft share the runway. Answer radio calls and handle incidents as they come, and
every landing pays a fee by aircraft weight. Spend it to grow the airport. The longer you last, the busier and stranger it gets.
